Downtown ACE District
The purpose of the Downtown Arts, Commerce & Entertainment (ACE) District is to enable and promote downtown as an arts, commerce and entertainment destination by encouraging new public spaces, activities and businesses that expand on the City’s revitalization efforts and transform downtown into a vibrant hub for creating, working, living, and shopping. Together the merchants, building owners, venues, artists, performers, organizations, and government have worked to embrace the established arts and cultural uses within Downtown while promoting new opportunities that further recreation, economic development and the humanities through programming, commerce, and community involvement.
The ACE District Block Guide provides illustrations for common street conditions within the ACE District, explaining in detail the best locations for food trucks, sidewalk vending, street performers, minor sidewalk dining and merchandising, pedicabs and horse-drawn vehicles. The Block Guide can be downloaded as a PDF here.
Pedicabs are permitted in Salina's ACE District to provide entertainment and transportation options. Pedicabs can be operated on public streets and in public parking lots and must comply with the City's ordinances for operating a pedicab within the District. Pedicab operators are required to obtain a permit to operate in order to ensure the City's requirements are met.

Salina wants Street Performers to liven up its downtown streets and plazas within the ACE District. Street performers may engage in activities such as playing musical instruments, singing, dancing, acting, and performing other acts like juggling or a magic show.
A permit is not required to perform these activities on public property unless the performer is wanting to sell recordings, paintings, etc.

Horse-Drawn Vehicles (or carriages) are permitted within the ACE District to provide entertainment and transportation options. Horse-drawn vehicles can be operated on public streets and in public parking lots. Horse carriages must comply with the City's ordinance for operating a horse-drawn vehicle within the District and operators are required to obtain a permit to ensure the City's requirements are met.
