The City of Salina Utilities Department has completed the Lead Service Line Inventory required by the U.S. Environmental Protection Agency (EPA) Lead and Copper Rule Revisions for the water system. On October 8, 2024, the LSL Inventory was submitted to the Kansas Department of Health (KDHE) and to the EPA.
The primary motivation for creating the Lead and Copper Rule Revisions is to keep people and especially children safe from the dangers in drinking water with contamination from lead and copper.

The City’s drinking water is safe. The Water Treatment Plant maintains strict control of the water’s pH, hardness, and other parameters to prevent corrosion. As required by EPA and KDHE, the City tests for lead and copper in it’s drinking water. In 2023, the City reported 1.4 micrograms per liter, which is well below the requirements of 15 micrograms per liter. Over the last 30 years, results have been similar.
The City’s Utilities Department takes great pride and care in treating its drinking water. Due to diligent testing and monitoring, there is no concern with lead and copper in the water that is produced and delivered to our customers. The Utilities Department has a long-standing history of meeting all regulatory standards, which can be found in the Water Quality Report (Consumer Confidence Report) that is published yearly.
Prior to November 16, 2024, the City will be mailing “Notifications of Known or Potential Service Line Containing Lead” pamphlets to all residents where a portion of, or the entire pipe that connects the structure to the water main is either lead, galvanized requiring replacement, or the pipe is an unknown material.
The “Service Line” includes both the city-owned portion and the customer-owned (homeowner) portion of the line. Customer-owned service lines are typically installed by private plumbers and therefore the City does not have records of these service line materials. As a resident or property owner, you can complete the attached survey and provide needed information to allow the City to complete the Lead Service Line Inventory as required by the KDHE and the EPA.
