Community Proclamation Limited Forum Policy
Scope of invitation to participate in limited forum. The City of Salina has the capability to record and broadcast videos of local interest via the City of Salina YouTube and government access channels. The stated mission of the City’s YouTube channel is:
[T]o serve the people of Salina by providing accurate and current information about policies, services and activities of local government through our shows and segments; and to motivate and encourage all people, who represent diverse ethnic and cultural communities, to involve themselves in local government and public issues.
Consistently with that mission, the City’s governing body invites Salina citizens and Salina-based organizations to participate in a Community Proclamation Limited Forum to be recorded at a designated time for subsequent broadcast exclusively for the specific purposes of (a) proclaiming a specific anniversary, day, week, or month as commemorative of events, achievements, or causes of local interest and (b) disseminating information about related local events and activities. The invitation to participate does not include, without limitation, proclamations that (a) include commercial speech advertising a product or service for profit or (b) purport to speak for the City of Salina.
Recording and broadcast. By completing the steps outlined below, Salina citizens and representatives of Salina-based organizations may prepare and read a proclamation exclusively for the purposes described above for recording at time intervals starting at 2:00 P.M. every first and third Mondays of each month beginning with June 3rd, 2024 (except those Mondays which are a City-recognized holiday) and subsequently broadcast on the Salina YouTube and government access channels.
- All proclamations must be prepared by the Salina citizen or representatives of a Salina-based organization wishing to present the proclamation. No assistance will be provided by city employees in the drafting or presentation of the proclamation.
- Those desiring to present a proclamation for recording during one of the first-and-third-Monday recording sessions must reserve one of the available time slots no later than 5:00 P.M. on the preceding Monday, either online via the City’s website (salina-ks.gov) or by calling the City Manager’s Office (785-309-5700) during regular business hours (8:00 A.M. to 5:00 P. M., Monday through Friday).
- Those presenting a proclamation must arrive in Room 107 of the City-County Building, 300 West Ash St., at least 15 minutes prior to the reserved time interval for recording the presentation.
- Those presenting a proclamation will be allowed up to five minutes to read the proclamation and to describe any related local events and activities.
City staff will (a) record the reading of the proclamation and any description of related local events and activities, (b) subsequently broadcast the presentation on the City of Salina YouTube and government access channels in keeping with the City’s standard broadcast rotation, and (c) preserve the recording in keeping with the City’s standard practices for preserving video recordings.
Not City of Salina government speech. The reading of proclamations recorded and broadcast as part of the Community Proclamation Limited Forum are not government speech by the City of Salina. No City of Salina backdrop will be provided during the reading of proclamations. All broadcasts of proclamations read during the Community Proclamation Limited Forum will be preceded by and include the following scrolling disclaimer:
