ORDINANCE NUMBER 24-11222
AN ORDINANCE UNCONDITIONALLY APPROVING THE ISSUANCE OF GENERAL OBLIGATION BONDS BY THE SALINA AIRPORT AUTHORITY FOR THE PURPOSE OF FINANCING THE COST OF CERTAIN CAPITAL IMPROVEMENTS.
WHEREAS, on September 18, 2024, the Board of Directors of the Salina Airport Authority (the “Authority”) adopted a resolution (the “Authorizing Resolution”) approving the issuance of general obligation bonds and/or temporary notes of the Authority for the following purposes:
- Certain street, sanitary sewer, waterline, and storm drainage improvements in order to facilitate future development on a parcel of land owned by the Authority ($6,000,000);
- Design, site preparation, and construction costs related to development and enhancement of Aircraft Maintenance, Repair and Overhaul (MRO) facilities including office, warehousing, interior shops and paint facilities ($2,000,000);
- Acquisition of a 9,000 square foot aircraft hangar and associated fixtures located at 3148 Arnold Avenue, Salina Regional Airport ($460,000).
WHEREAS, K.S.A. 27-323 provides that the Authority shall forward a copy of the Authorizing Resolution to the Mayor of the City, who shall present such resolution of the governing body of the City for its approval or disapproval.
SO NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS AS FOLLOWS:
Section 1. The Authorizing Resolution providing for the issuance of general obligation bonds and/or temporary notes of the Authority in the amounts set for therein and herein (exclusive of costs of issuance and interim financing costs) is hereby unconditionally approved.
Section 2. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 3. Effective date. This ordinance shall be in full force and effect from and after publication.
