ORDINANCE NUMBER 23-11178
AN ORDINANCE AMENDING ORDINANCE NUMBER 8526, CODIFIED AS CHAPTER 42 OF THE SALINA CODE, AND THE ZONING DISTRICT MAP OF THE CITY OF SALINA, KANSAS BY REZONING AND PRESCRIBING THE PROPER USES OF CERTAIN PROPERTY WITHIN THE CITY.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Findings. In relation to the following described real estate:
Lot 1 and Lot 2, Block 1, of the Markley Addition to the City of Salina, Saline County, Kansas. (the “Property”)
the Governing Body makes the following findings:
- All conditions precedent for the amendment of the City’s Zoning District Map and the rezoning of the Property have been timely met;
- The existing Fire Station No. 4 is too small and needs to be replaced and the relocation of Fire Station No. 4 is in the City’s 5 year Capital Improvement Plan;
- Construction of a new updated fire station will be beneficial to the health, safety and welfare of the surrounding area and the City of Salina;
- The location and physical attributes of the Property and the availability of public utilities makes the Property a suitable site for a new fire station;
- A P-(PF) zoning designation is a more suitable zoning classification for a future fire station site than the current A-1 zoning designation;
- The area surrounding the proposed fire station site is relatively undeveloped as it is near the eastern edge of the City;
- KDOT traffic counts show the location where the fire station would be located has significantly less traffic than many other arterial street locations in the city with approximately 1,515 vehicles traveling in front of the fire apparatus exit drive on Crawford Street.
- The Property is currently shown as a future Park/Open Space land use area on the Future Land Use Map and approval of P-(PF) zoning would be consistent with this future land use designation.
Section 2. Amendment. DISTRICT “P-(PF)”. The Zoning District Map of the City of Salina, Kansas is amended to rezone the Property as part of DISTRICT “P-(PF)” PUBLIC USE – PUBLIC FACILITIES DISTRICT.
Section 3. Repealer. All prior ordinances relating to the Property are repealed to the extent they are in conflict with this ordinance.
Section 4. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 5. Effective date. This ordinance shall be in full force and effect from and after its publication.
