The City Clerk's Office handles all licensing for building contractors and tradespeople who wish to perform work in the City of Salina.

Contractor Licensing


What do I need to become a licensed contractor with the City of Salina?

What is necessary varies by the license desired. However, in general, specialty and general contractors must have a qualified individual who has taken an ICC or equivalent test for their desired license, or otherwise must have a Bachelor's Degree or better in Architecture, Engineering, Construction Science, or Construction Management. Skilled trades contractors must have a master tradesperson as their qualifying individual. Masters and journeymen must show proof of passing the required ICC or equivalent testing. Roofing contractors must also be registered with the State of Kansas. Insurance is required for all licensed contractors and registered craftsmen. What are the insurance requirements?

The City of Salina requires a Certificate of Liability insurance with a minimum coverage of $500,000 per occurrence/$1,000,000 in the aggregate, naming the City of Salina as an additional insured and certificate holder.

How long are licenses valid with the City of Salina?

General, specialty, tree trimming/treating, and skilled trades contractor licenses are valid for three (3) calendar years. Drinking establishment and alcoholic beverage retailer licenses are valid for two (2) years, concurrent with the license issued by the State of Kansas. Loudspeaker and amplified sound licenses are valid for the duration of the event. All other licenses are valid until the end of the year in which you apply.

What are the continuing education requirements?

General contractors and skilled tradespeople must show proof of eighteen (18) hours of continuing education obtained over the last three (3) years if they want to renew their licenses. Nine (9) of those hours must be code hours, and the remainder can be non-code. For questions on continuing education resources, or to ensure the education you have taken is sufficient, please reach out to the City of Salina Building Official with the Community and Development Services Department. Specialty contractors are not required to submit proof of continuing education, but we certainly encourage you to stay up-to-date on code knowledge anyway!


What do I do if my qualified individual is no longer employed with the company?

For specialty and general contractors, please complete the Change in Qualifying Individual application and submit it to the City. There is a fee to change your qualifying individual mid-licensing cycle. For the most up-to-date fees, please consult the Comprehensive Fee Schedule. If you update your QI when renewing your license, there is no additional fee. For skilled trade contractors, there is no fee to change your master as they already pay for their master license separately.


Can I do work for the City of Salina?

Maybe! The City of Salina sends out Notices to Contractors for work we want done both via an e-mail list and through media publishing. Contractors are chosen through a sealed bidding process. If you're interested in getting those e-mails, you can sign up for our Email Notifications.


How do I obtain a building permit?

Permits are issued online through our web portal.
