ORDINANCE NO. 26-11289
AN ORDINANCE APPROVING A SPECIAL EVENT AND AUTHORIZING THE CONSUMPTION OF ALCOHOLIC LIQUOR WITHIN THE SPECIAL EVENT BOUNDARIES
WHEREAS, Calvin Calp of Calvin's Customs and Hot Rod Repairs (the “Applicant”) has made application for a Special Event Permit to host a community gathering, the “Santa Fe Showdown,” from 5:00 p.m. to 11:00 p.m. on July 24, 2026 (the “Special Event”) within the area identified on the attached Exhibit A (the “Special Event Boundaries”); and
WHEREAS, the Applicant requests authorization for the possession and consumption of alcoholic liquor within the Special Event Boundaries as permitted by Chapter 5 of the Salina Code and applicable Kansas law; and
WHEREAS, the proposed Special Event is located within an area authorized by Section 5-30 of the Salina Code and complies with the Special Event Retailer's Permit guidelines adopted by Resolution No. 26-8340; and
WHEREAS, Kansas law requires approval by ordinance of the governing body before alcoholic liquor may be possessed or consumed within a special event conducted on public streets, alleys, roads, sidewalks, or highways; SO NOW THEREFORE,
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS:
Section 1. The Governing Body approves the Special Event to be held within the Special Event Boundaries, subject to the issuance of the temporary permit for the Special Event to the Applicant by the Alcoholic Beverage Control Division of the Kansas Department of Revenue prior to the Special Event.
Section 2. Authorization is given to barricade the Special Event Boundaries. A smaller area may be selected based on the size of the event, but the Special Event Boundaries may not be expanded.
Section 3. In accordance with state law and Chapter 5 of the Salina Code:
- No alcoholic liquor may be consumed inside vehicles while on public streets, alleys, roads or highways at the Special Event;
- No person shall remove any alcoholic liquor from inside the Special Event Boundaries; and
- Special Event Boundaries shall be clearly marked by signs, a posted map or other means which reasonably identify the Special Event Boundaries.
Section 4. Publication. The City Clerk shall cause this ordinance, as soon as practicable after it has been passed and signed, to be published on the City’s website as the designated official city newspaper.
Section 5. Effective Date. This ordinance shall be in full force and effect from and after its publication.
