ZONING REQUESTS

NOTICE is hereby given that a public hearing will be held by the Salina City Planning Commission to consider the following application(s):

Application #Z10-1, filed by ComPro Realty on behalf of Sparrowhawk Land Co., requesting annexation, a change in zoning district classification from Saline County AG (Agricultural) to R-1 (Single-Family Residential), R-2.5 (Multi-Family Residential), C-3 (Shopping Center) district and C-5 (Service Commercial) and approval of a preliminary plat for a proposed mixed use development on a 150 acre tract of land located at the northeast corner of Schilling Road and Ohio Street  in Saline County, Kansas.

 

Application #Z10-2, filed by Dennis Collier, requesting a change in zoning district classification from R-1 (Single-Family Residential) to R-3 (Multi-Family Residential) to allow construction of a new 5-plex apartment building on property legally described as Lot 6, Block 17 of the South Park Addition to the City of Salina, Saline County, Kansas and addressed as 662 – 664 S. 9th Street.

 

Application #Z10-3, filed by Delwin Newman, requesting an amendment of Article IV, General Use Regulations, Section 42-60, Home Occupations, subsection (3)a, Particular home occupations prohibited to allow automotive window tinting as a permitted home occupation in residential zoning districts and requesting an amendment of Article IV, General Use Regulations, Section 42-60, Home Occupations, subsection (4)d. to allow the Board of Zoning Appeals to approve automotive window tinting as a home occupation that can be conducted in a detached garage.

 

Application #Z92-6A, filed by Jeff Rosener on behalf of Casey’s General Stores, requesting an amendment of a PC-5 (Planned Service Commercial) district to allow new drying equipment and overhead doors to be added to their automated car wash facility. VARIANCE REQUEST

 

NOTICE is hereby given that a public hearing will be held by the Salina Board of Zoning Appeals to consider the following application(s):

 

Application #V10-1, filed by New Horizon’s Dental Care Clinic, requesting a sign setback variance of 10 ft. from 10 ft. (the minimum sign setback in the C-2 zoning district) to 0 ft. to allow the current monument sign to be moved to the east property line along Ohio Street.  The subject property is legally described as Lot Four (4) and a portion of Lot Three (3) in Block One (1) in the Brock Addition to the City of Salina, Saline County, Kansas, and addressed as 1920 S. Ohio Street.

 

The public hearing will be held in the City Commission Room, Room 107, of the City-County Building, on February 18, 2010 at 4:00 p.m.  A hearing will be granted to any and all persons desiring to be heard on the above request(s).


 

NOTICE OF PUBLIC COMMENTS
DOWNTOWN PARKING

The City of Salina commissioned a study of the parking in Salina'a Central Business District in 2007, which culminated in a final report dated November 2007.

Implementation of the recommendations of the report will be discussed at the City Commission sudy session at 2:30 p.m. on Monday, February 8, 2010. Public comments are requested prior to the meeting, and the general nature of the comments will be shared at the meeting, which will be open to the public.

Generally, the changes will include changing the 2-hour parking to 3-hour parking, changing the 8-hour parking to unlimited parking, and updating a few areas of on-street parking to better match their intended use.

FLOOD PLAIN PUBLIC MEETING

FEMA administers the National Flood Insurance Program (NFIP), which was created in 1968 to encourage communities to adopt floodplain management ordinances and to help offset rising disaster assistance costs to the federal government. The owners of property located in Special Flood Hazard Areas, or SFHAs (also known as the “100-year floodplain”), are required to purchase flood insurance if they have a federally insured mortgage and their property is located in one of these mapped areas. According to FEMA, property in an SFHA has at least a 1 percent chance of being flooded in any given year, or a 26 percent chance of being flooded during the term of a 30-year mortgage.

Although flood insurance is sold by private insurers, the rates are set by FEMA and are based on a property’s hazard zone designation, which can be found on a participating community’s flood insurance rate map, or FIRM. Essentially, homes built above the flood level – the base flood elevation – are generally not required to carry flood insurance, while homes built below it pay more, according to a risk-based sliding scale.

The federal program for replacing old and outdated paper topographical FIRM maps with digital versions began about six years ago. Replacing decades-old data with information generated by aerial laser surveys and new computer models is intended to allow FEMA to more precisely identify and map flood-prone areas. The digital maps should be easier to access by the public and easier to update.

The process of updating the existing flood maps for Salina and Saline County has begun. The Kansas Division of Water Resources, in a collaborative effort with the Federal Emergency Management Agency (FEMA) sent a preliminary set of the updated FIRMs to community leaders on December 18, 2009, starting a 90 day public review and comment period. The boundaries of many flood-prone areas within the city of Salina shown on the existing 1986 flood map have been revised.

As part of the process of encouraging public review and receiving input and comments on the preliminary maps that have been released, a public meeting has been scheduled for Thursday, February 11, 2010 at 6:30 p.m. in Heritage Hall, at the Bicentennial Center, Salina, Kansas to review the proposed new maps. If residents can’t come to this meeting, they may come to an earlier meeting that day at 3:00 p.m.

Officials from the City of Salina Planning and Engineering Divisions and AMEC Earth and Environmental will be on hand to give a presentation regarding the development of the flood maps, their future adoption and use and the revalidation of existing Letters of Map Change (LOMA and LOMR letters). Officials will also be available to answer individual questions and address concerns property owners may have about their property. Maps will be available at this public meeting. NOTICE OF PUBLIC HEARING
SALINA COMPREHENSIVE PLAN

The Salina City Planning Commission will hold a public hearing on March 2, 2010 to receive public comments and consider adoption of a new Comprehensive Plan for the city and surrounding unincorporated fringe area. The proposed Comprehensive Plan includes written materials, maps and charts pertaining to land use, transportation, community facilities, utilities, community design, growth and development and implementation of the plan. A copy of the Comprehensive Plan will be available for public review in Room 201 prior to the hearing.
