To encourage and promote safe, quality development and construction in the City of Salina.

Effective Dates/Implementation of 2012/2011 Family of Codes as Locally Amended
On December 28, 2016, the City Commission adopted Ordinance 16-10872 modifying the City of Salina's implementation of the 2012/2011 code family as locally amended. The 2012/2011 codes as locally amended will still become effective January 1, 2017. From January 1, 2017 to April 1, 2017 applicants may elect to submit building permit applications for footing and foundation, shell, white box, tenant finish or any combination thereof (excluding demolition permits) under the previous 2006/2005 family of codes as locally amended. Projects that commence under the 2006/2005 family of codes as locally amended may continue to be permitted and inspected under the 2006/2005 family of codes as locally amended provided that construction is commenced within 90 days of initial application for a building permit and that a permit(s) is actively maintained until completion of the project. In the event that construction is not commenced or an active permit is not maintained as required, subsequent construction or permits and corresponding work shall be subject to the 2012/2011 code family and local amendments in effect on January 1, 2017. Click here to view Ordinance No.16-10872

Building Services is a division of the Development Services Department and along with the Planning Division is regularly involved in the Development Review Team process. Building Services is responsible for the administration and enforcement of the adopted building, electrical, mechanical, plumbing, property maintenance, and other related adopted codes. The Division issues permits for buildings, plumbing, electrical and mechanical work, demolition, mobile homes, changes of occupancy, signs, home occupation certificates and swimming pools. The Division reviews plans for proposed buildings, additions and building alterations to verify zoning compliance, building and fire code compliance and compliance with the Americans with Disabilities Act. Staff also inspects construction projects, including private water and sewer services, as well as plumbing, mechanical and electrical limited service and repair work to confirm code compliance. The staff is also responsible for enforcing the city’s property maintenance code as it relates to the condition of the buildings on a property, including identifying and abating dilapidated or dangerous buildings.

The technical staff, directed by Gary Hobbie, Acting Building Official, gary.hobbie@salina.org, consists of two permit technicians who support them. The Department offers many informational handouts to assist and guide our customers.  Most of these handouts are available on our website. 

The Building Services Division works closely with the Planning, Engineering, Utilities, and Fire Departments and other public agencies in the area of public safety and is the lead agency in coordinating the plan review activities of all of the departments involved in the building permit process. Development Services Newsletter

Since July 2000 the City of Salina Development Services staff has published the "Development Services Newsletter". Currently the newsletter is published three times a year, in April August and December. This newsletter is one of the most effective tools for city staff to use to communicate information to developers, design professionals and building contractors regarding policy or code changes, explanations about specific code requirements, construction standards, contractor licensing and other development related items.

This newsletter is distributed via email only.
