There are several ways to pay your City of Salina utility bill:

Through this convenient Interactive Voice Response (IVR) system you can fulfill many of your needs such as checking your account information, billing and payment history, make a payment, start, stop or transfer water and trash service and much more 24-hours a day, seven days a week.

Bank Draft Program: Your bill is paid automatically by a bank draft each month on the due date.
In Person: You can pay your bill at our office in the City-County Building, 300 West Ash Street by Cash, Check or Credit\Debit Card.
By Mail: Mail the return stub along with your payment in the envelope provided by the Water Customer Accounting Division.
Drop Boxes: Several drop boxes are located throughout the community where you can deposit payments.

The easiest method of payment is to sign up for the city's Bank Draft Program.  Your City of Salina utility bill will be paid via a direct withdrawal from your specified bank account on the due date.   You will still receive your monthly bill as usual which allows you 23 days to review your bill before payment is made.  To sign up for the Bank Draft Program, mail the Automatic Bank Draft Application, along with a voided check or deposit slip to the Water Customer Accounting Office, PO Box 1307, Salina, KS 67402-1307, or call the WCA office at (785) 309-5740 for more information.

Bills can be paid in person at the Water Customer Accounting by cash, check or credit/debit card.  The office is located on the first floor of the City-County Building, Room 102, 300 West Ash Street.  The office is open Monday through Friday from 7:30 AM to 5:30 PM, except holidays.

Bills can be mailed in the return envelope provided with your bill.   All bills are picked up from the Post Office daily at 7:30 AM.  Please plan ahead if you are mailing your payment and allow sufficient time for processing.   Bills are considered paid on the day they are received, not the day they are mailed.

There are several drop boxes around the City of Salina in which you may deposit your paid utility bill.  They are as follows:

Dillon's 511 E. Iron
Dillon's 1201 W. Crawford
Dillon's 2012 S. Ohio
Dillon's 2350 Planet Ave.

The boxes at Dillon's are picked up on weekdays at 7:00 AM, excluding holidays.   The outside drop box at the City-County Building is picked up weekdays at 8:30 AM and 4:00 PM. excluding holidays.  The drop box outside the door of the Water Customer Accounting office is picked up at 8:30 AM on weekdays, excluding holidays.

If you are paying in cash, please come in person to the Water Customer Accounting office, 300 West Ash Street so that we may issue you a receipt.  DO NOT mail cash or leave cash in the drop boxes.

If you pay late....

  • A five percent late charge per service applies after the due date.
  • Water service is subject to discontinuation approximately 35 days after the bill is issued, if bill remains unpaid.
  • If the bill remains unpaid on the 33rd day, a disconnect notice will be issued and a $10 service charge applied to the account and the service will be shut off for non-payment.
  • Once the $10 service charge is applied to the account the only way service can be maintained or restored is to pay the past due bill and the $10 service charge.
  • Checks returned for insufficient funds are subject to late penalties and a $30 return check charge.
