March 2010: On Mar 8, 2010, Deputy Police Chief (D/C) Carson Mansfield was driving down a city street, in uniform, in his personal vehicle. A man stepped out into the path of D/C Mansfield's vehicle and made a crude gesture. D/C Mansfield stopped to investigate, believing the man might be an intoxicated pedestrian in the roadway. The man then reached into his pocket in an apparent gesture of drawing a weapon. D/C Mansfield covered the subject with his department sidearm and found the man was carrying both a concealed handgun and a concealed knife. The man was also found to be AWOL from the military. D/C Mansfield could have kept driving, but took the extra time to investigate a suspicious individual. D/C Mansfield was alert and used good police tactics to maintain the edge over an armed assailant. The result is an armed and wanted man locked safely behind bars.
March 2010: During the early morning hours of March 14, 2010, three male juveniles in dark clothing were observed walking in a residential area. An officer was dispatched to check on the juveniles. Officer Carswell arrived in the area and made contact with one of the suspects. The other two suspects ran away from Officer Carswell. Lt Shaft, along with Officers Wilcox, Gile, Chambers and Kohman, quickly responded to the area. Two of the suspects were quickly apprehended and the third suspect was identified and located a few hours later. Officers, including Kyle Tonniges, checked schools in the area and located an open door at Sacred Heart High School. Inv. Hogeland was called in early to interview the suspects and was able to determine that they had committed several vehicle burglaries. Thanks to the quick response and hard work of all the officers involved, the stolen property was returned and suspects were stopped before they were able to commit any further crimes.
March 2010: On March 14, 2010, Master Police Officer Lane Mangels was driving home after working a private security detail. As he drove through a residential area, he observed three juveniles all dressed in dark clothing. Officer Mangels drove past the juveniles but observed them in his mirror as they crossed behind him. Officer Mangels contacted dispatch and had officers sent to the area. Officer Mangels drove around the block and located two of the juveniles nearby. As Officer Carswell pulled up to talk with the subjects one of them fled on foot. Officer Mangels parked his car and began checking the area on foot, eventually locating the remaining two subjects in a nearby back yard. One individual was taken into custody by Officer Mangels and the other fled the area on foot. The third suspect was eventually located and all three were charged with vehicle burglary, theft and damage to property. Stolen property valued at $1,104 was recovered and returned to the owner.
March 2010: On March 13, 2010, Investigator Grover stopped at a movie rental kiosk on her way home from work. She observed a crowd gathering at the front of a local nightclub. She then saw two males begin to fight. Inv Grover intervened while calling dispatch to have officers respond. One of the combatants approached her in a threatening manner. She identified herself and told him several times to put his hands behind his back so she could handcuff him. He failed to comply so she grabbed his arm at which time he pushed her away and fled the scene. He was later identified and warrants are being requested. Investigator Grover took the initiative to step into a situation to protect the citizens of Salina even though she was off duty. Her willingness to do this should be commended.

January 2010: On January 28, 2010, Officer Buechman took a robbery report. A delivery driver was called to a vacant residence and was then robbed by three subjects, who then fled on foot. Officer Carswell used his K-9 and tracked the subjects to the rear of a nearby house. Officer Carswell returned later and located a trail of evidence leading to the area as well. Contact was made with the resident and consent was given for the rear of the house. Evidence was located on the rear door of the residence leading into the house. Investigator Jim Feldmen prepared and served a search warrant at the residence and numerous items of evidence were located inside. Three subjects were arrested and charged with Aggravated Robbery, Att. Robbery, and Conspiracy to Commit Robbery. Due to Officer Carswell's persistence in tracking and returning to the scene to find the trail, and all three officer’s diligence in searching the residence, 3 dangerous subjects were arrested, and all of the evidence found. Their hard work and professionalism should be commended.
January 2010: On January 23, 2010, Officer C. Londono responded to a child-in-need-of-care call. Upon arrival he found a four-year old male outside, dressed only in a diaper, in the middle of winter. Officer Londono found the child and wrapped him in a blanket. Officer Londono then went to the child's house and found an infant at the residence. The residence was extremely unsanitary and teeming with bugs. Officer Londono placed both children into protective custody. Once at the station he contacted JIAS. Officer Londono stayed to help the JIAS worker until suitable housing could be found, playing with the children, feeding them, and making them feel comfortable. Officer Londono went well beyond what was required, and taking these extra measures had a great soothing effect on two mistreated children.

December 2009: On the morning of 12/09/09 a co-worker & I saw a person stuck in the snow right out side of Municipal Court. As we were helping push the gentlemen out, Officer Tonniges came over and helped us. Even though there were other officers in the area, he was the one to come over and offer to help. I believe Officer Tonniges showed compassion and his willingness to help anyone in need. I truly believe Officer Tonniges is deserving of a Salute and I would like to say Thank you!
December 2009: During the snowstorm on Dec 7, 2009, Ofcr Bigham encountered a stranded motorist and her small child near the intersection of Ohio and Belmont. Ofcr Bigham was off-duty. She stopped to render aid and parked behind the disabled car with her hazard flashers on. Ofcr Bigham waited for quite some time until Ofcr Blackwell arrived, also off-duty. These officers allowed the woman and her son to stay warm inside their personal vehicles. When the woman's insurance agent refused to honor their disabled motorist policy, Ofcr Blackwell was able to jump-start the woman's car for her. Ofcr Blackwell then followed the woman home to ensure she made it safely and to be available if she needed another jump-start. Both of these off-duty officers volunteered their time, gas, and personal vehicles to help a stranded woman and child and exemplify the spirit of giving and sacrifice. They bring great credit upon themselves, the PD, and the FOP.

November 2009: On Nov 1, 2009, Dispatcher Ewing received a call of a possibly suicidal man wanting to jump off of a building near the hospital. Due to a close similarity in names, a misunderstanding could have potentially arisen involving another man who was already being treated in the emergency room. By paying close attention to detail, Dispatcher Ewing averted a potentially tragic situation.
November 2009: A citizen called the department to advise he recently had an encounter with two of our officers due to his current mental state and some poor choices. He advised that Officer G. Jones and Officer Wentz both did a good job of handling a difficult situation. He advised that Officer Wentz was exceptionally professional and respectful during his contact, successfully talking the citizen out of a bad situation. He wanted to pass this along to their superiors

October 2009: On September 26, 2009, Officer Huen organized an entry for the annual Santa Fe Days Parade and festival at the Smoky Hill Museum. Along with Officers Fogarty, Peterman, Buechman, Carswell, Jacobs, Brown, McFadden, and Vaughan, the department and the Salina FOP Lodge participated in the parade on their off duty time in an effort to allow the public to view us as not only law enforcement officers, but members of the community in which we serve. Officer Huen should be commended for spearheading this effort as well as all of the officers that handed out candy and walked in the parade.

August 2009: On 08262009, Officer Carswell received a phone call from a canine handler in Newton, KS, alerting him to some robbery suspects who were believed to be headed towards Salina. Ofcr Carswell took the time beforehand to establish rapport with officers from other agencies and created an informal peer network, ensuring critical information would be delivered in a timely manner even if traditional means of communication failed. Ofcr Carswell notified Salina officers of the information, and Investigators Feldman and Furbeck began to search the businesses along I-135. They quickly located the vehicle, a car reportedly stolen from Alabama, at a local convenience store. Ofcr Furbeck handled radio traffic very well, directing other officers to points on a perimeter while Inv Feldman maintained surveillance on the car and the store. Once officers from both second shift and third shift had arrived and a perimeter had been established, Inv Furbeck and Inv Feldman entered the convenience store along with a uniformed officer and apprehended three suspects without incident. The suspects were believed to have committed a string of burglaries, arsons, and over a dozen armed robberies in four states over a span of three days. A 9mm handgun, cash, and a stolen car, among other items, were recovered. During a subsequent interview by Newton PD, the suspects admitted they had intended to commit an armed robbery at the Salina store, and were actually inside the store in the preparatory stages of the robbery when they were intercepted. Thanks to their foresight, effective communications under stressful conditions, and their ability to think and act quickly in a dynamic situation, these officers and investigators were able to quickly neutralize an extremely dangerous public threat.

MAY 2009: On May 27th, at approximately 0135, Officers were sent to 864 Navajo for a reported aggravated robbery. The suspects were identified and a suspect vehicle was given. At approximately 0730, MPO Rupert and Officer Tim Brown drove by 904 Osage and observed the suspect vehicle parked in the drive. The officers parked south of the location and requested backup. One of the suspects exited the residence and observed the officers. The suspect ran back inside the house. MPO Rupert and Officer Tim Brown quickly responded to the house and covered the front and back areas of it. MPO Rupert attempted to make contact but did not get any response. MPO Mangels, MPO Plank, Officer Krenowicz, Officer Venables and Officer Urban arrived on scene and quickly set up a perimeter. Five subjects, to include two of the suspects, were taken in to custody.
Dispatchers Haaga and Fuller kept Lt. Shaft and other officers apprised of the situation. All non-emergency radio traffic was moved to channel 2 without any disruptions. The dispatchers, with the assistance of Lt. Pruitt made everything run smoothly and flawlessly, as they not only had to deal with this situation, but a major power outage, an attempted murder in the county and other calls for service.
All of the officers that were involved in this case used good officer safety, communicated well with each other and were very professional. I would like to commend all of the officers and dispatchers for the excellent job done during this situation.

APRIL 2009: In October of 2008, Officer Brown took five Forgery reports. The suspect had printed checks with several different false names, addresses and account numbers and passed them at several Salina businesses. Officer Brown obtained video surveillance footage of the suspect and the suspect’s vehicle from the business. Over the course of the next several months, Officer Brown continued to look for the suspect’s vehicle. On April 2, 2009, Officer Brown located the vehicle and the suspect. Due to Officer Brown’s diligence and hard work, the suspect was arrested and the cases were cleared. |
