The Administrative Division is the source of all non-operational support to the Department and provides most of the ancillary services necessary to keep line units operating. This Division is headed by Deputy Chief of Police Carson Mansfield.
The Administrative Division provides the services and support personnel who make field operations possible, and contributes to the effective management of the Department's resources. The Division Commander also has the responsibility to prepare, monitor, and manage budget activities for the Department, ensuring that sound fiscal management techniques are followed. SERVICE DESK. The unit’s primary responsibilities en-compass three functional areas: 1) supporting the needs of the citizenry, 2) assisting in the management of the police building, and 3) supporting police operations. The Service Desk Officer receives and handles a variety of incoming telephone calls and walk-in inquiries from citizens requesting information or wishing to report crimes or accidents. The officer also provides building security and supports field personnel through providing advice and counsel to civilian Emergency Communication personnel preparation of the shift hot sheet, report receipt and processing, etc.

TRAINING/COMMUNITY RELATIONS. Under the direction of the Division Commander, this unit is charged with recruiting, screening and testing all applicants for the position of police officer, as well as primary responsibility for all Department training functions, to include recruit and in-service training, liaison with the Kansas Law Enforcement Training Center, coordination of the Department's Field Training Officer program, Training Bulletin preparation, and career development. Included in this unit is the School Resource Officer program. Unit personnel are also responsible for coordinating Department community relations programs, e.g., neighborhood watch, security surveys, Bears on Patrol, Kid Care, etc.

PROPERTY & EVIDENCE. This unit is re-sponsible for the security and control of seized, recovered, and evidentiary property as well as abandoned, lost, or found property in the custody of the Department. In addition, the Commander of this unit is responsible for directing the Department’s Crime Laboratory function.
