The Planning and Community Development function includes planning for and implementation of the physical and economic growth and development of the community.   The Planning Division is managed by Gary Hobbie (, Director of Community and Development Services.  

Dean Andrew ( serves as the Planning and Zoning Administrator and coordinates the division's activities with the two full time assistant planners.  The division provides planning and enforcement services related to various aspects of zoning, land use and community development.  The planning function also provides staff support to the Salina Planning Commission, Heritage Commission, Downtown Design Review Board, and the Board of Zoning Appeals.  The goal is to help these bodies and the City Commission guide the growth and development of the City in order to assure a more orderly and attractive community.  The Planning Division is located in Room 201, City/County Building, 300 W. Ash Street; 785-309-5720.
