General Election | Term of office: The Commission is comprised of five members elected at-large. Candidates receiving the largest and second largest number of votes respectively shall be elected for a four-year term, and the candidate receiving the third largest number of votes respectively shall be elected for a two-year term. Each year, the Commission will choose one member to act as Mayor. Qualifications to file for office: Must be a citizen of the United States. Must be a qualified elector of Salina. Must reside within the city limits of the city of Salina.
Filing Forms: All candidates for the Salina City Commission must complete the following forms: Candidate's Declaration of Intention (Form CS) - Each candidate must complete this form and sign it in the presence of the City Clerk, and file it in the office of the City Clerk. The City Clerk will forward a copy of your form to the Saline County Election Officer and your name and mailing address will be forwarded to the Kansas Governmental Ethics Commission. The Governmental Ethics Commission will send each candidate an Appointment of Treasurer or Candidate Committee form, Candidate Handbook, a reporting due date sheet, Candidate Fundraising Guide, a copy of the Campaign Finance Act, contribution limitations chart, and the Highlights of the Campaign Finance Act. Statement of Substantial Interests for Local Office - Each candidate must complete and file this form with the City Clerk no later than 10 days after the filing deadline. Filing Fee: The fee for filing for office is $45 made payable to the City of Salina ($10 is forwarded to the Saline County Election Officer; $35 is forwarded to the County Treasurer to be sent to the State Treasurer). Candidates may file a Kansas Non-Partisan City/School Nomination Petition (Form CP) signed by 50 registered voters in lieu of the $10 filing fee (K.S.A. 25-2110a). Compensation: Members of the City Commission are compensated $300 monthly. Travel expenses are reimbursed according to city policy. Meetings: City Commission meeting agenda packets are prepared and distributed Thursday afternoon. The City Commission information is also available on the City's website. Regular meetings are held every Monday (except for the fifth Monday) at 4:00 p.m. in Room 107 of the City-County Building located at 300 W. Ash Street. The City Commission will convene for a Study Session prior to each regular meeting. These Study Sessions typically begin at 2:30.
