Airport Authority - County Law Enforcement: Enforcement of all laws and to provide for a visible law enforcement presence by the Sheriff at all TSA Passenger Screenings at the Security Checkpoint within the terminal.
Animal Control and Animal Shelter Services: Agreement provides for the operation and management of the Animal Shelter by the Health Department. Salina Police Department and Saline County's Sheriff's Office will provide cooperation and assistance regarding enforcement. Health Department agrees to provide 24-hour animal control services within the city limits. County animal control services on a complaint basis. Annual budget mutually agreed upon by City, County and Health Department and shall be divided 85% - City, 15% - County. City solely responsible for capital expenditures in excess of $10,000.
Museum Cooperation Agreement: Agreement between the City, County, and Library. Library transfers title to historical collection of relics and artifacts. City takes title subject to terms of the Campbell agreement. Subject to reasonable deterioration, City agrees all items shall remain in public domain. No items shall be sold, exchange, or disposed of except in a manner to improve the historical collection. All items determined to be destroyed shall be first offered to the Library. In the even the City or County no longer maintain collection, title shall revert to the Library.
Smoky Hill Museum Emergency Preparedness: City responsible for the continuing operation of the Smoky Hill Museum, and the County is responsible for the continuing operation of the Emergency Preparedness Department. Provides for a Saline County - Salina Preparedness Board. City responsible for all budgeting requirements of the Museum without any contribution from the County, and the County shall be responsible for budgeting all expenditures required for the Emergency Preparedness Department. City agrees to maintain insurance on the section of the Law Enforcement Center in which the Emergency Preparedness Department is currently located. Agreement amended by the First Amendment Museum/Emergency Agreement pertaining to the operation, administration and supervision of the Emergency Preparedness Department and its contents shall be under the sole direction of the County. The Saline County - Salina Preparedness Board was also eliminated.
Building Inspection Services Agreement: City's Building Official or designee performs plan reviews and all necessary inspections for Saline County to assure compliance with building codes of the County. County authorizes City to collect all permit fees in an amount equal to 125% of the amount determined by the City's Comprehensive Fee Schedule.
City-County Building Agreement: Agreement between Saline County, City of Salina, and USD #305 on the management, operation, and maintenance of the building, which shall be carried out by the Building Authority. Title shall remain vested in the Building Authority as trustee for the County, City and School District. Respective beneficial ownership interests shall remain County - 47.17%, City - 41.51%, and USD #305 - 11.32%. The Building Authority Board of Directors shall be comprised of three County Commissioners, two City Commissioners, one Judge or member of court staff appointed by the Administrative Judge, one citizen of Saline County chosen by the majority of the other six members.
Parking Lot Agreement: Agreement for joint development and utilization of a parking lot located on the southeast corner of North Tenth and Park Streets. City agreed to design, bid, manage and inspect the construction of the parking lot. Maintenance shall be administered by agreement between the City Manager and County Administrator. Cost of maintenance shall be allocated in same ration as the allocation of parking spaces. County may use its portion of the parking lot for Juvenile Detention Center expansion provided that it gives the City 120 written notices and either replaces the City's lost parking spaces with replacement off-street parking spaces with 250 feet of either Memorial Hall, or the Law Enforcement Center, or compensates the City accordingly.
i5 Usage and Services: Shared use of a multi-strand fiber optic cable between the City-County Building and the Law Enforcement Center. Any cost associated with upkeep and maintenance of the cable will be funded by the Emergency 911 Fund.
Ad Valorem / Payment in Lieu of Taxes (PILOT) Agreement: For property exempted from taxes through the issuance of Industrial Revenue Bonds, the County Appraiser shall determine the appraised value, assessment percentage, the assessed value, the exemption percentage, the PILOT value and the ration between pre-improvement value and improvement value when applicable.
Emergency Medical Services (EMS) Agreement: This agreement provide emergency medical services to residents of Salina and Saline County. Saline County agrees to transfer the operation, control and management of the EMS to the City and the City agrees to assume responsibility. The City agrees to provide 24 hours emergency medical service for all residents of the City and County.
Fire District No. 4 Fire Coverage Agreement: County pays the City equivalent to 125% of the mill levy for fire protection of Blocks 1 and 2, South Industrial Park.
Mutual Aid for Fire Protection Agreement: Firefighters and equipment may be dispatched to any point within Saline County or the City of Salina (as applicable).
Memorandum of Understanding for the Use of Fire Hydrants: Agreement between the City of Salina and Rural Fire Districts of Saline County for the use of equipment and drawing water from a city hydrant.
Salina-Saline County Health Department Memorandum of Understanding: The County had purchased the property in the 1990's. As consideration for the purchase money paid by the County, the City agreed to be responsible for maintenance of the property and structures such as electrical, HVAC, plumbing, structural maintenance, parking lot repair and insurance. The Health Department is responsible for insurance of contents, normal maintenance including janitorial services, daily upkeep, architectural fees, remodeling costs associated with ADA and building code compliance.
Board of Health: Agreement reconstituting and restating the organization of the City-County Board of Health.
Neighborhood Revitalization Plan: Plan adopted by the City and County. City administers the plan on behalf of the County and any property taxes received pursuant to the plan is credited to the City's Neighborhood Revitalization Fund.
Kenwood Park Lease Agreement: The City leases a portion of Kenwood Park to the County for a term of 10 years and five months for exclusive use by Saline County and the Saline County Fair Association. County may terminate the agreement at any time. Specific City termination and notice requirements are provided for two scenarios, a "Hotel-Convention Facility Development Opportunity" and a "Public Development Opportunity. The agreement further provides for County discretion regarding use of any remaining lease area as well as indentifies various options regarding removal or transfer of ownership of buildings and improvements on the lease site.
Joint Use of Building in Kenwood Park: Agreement for the construction, maintenance and operation of a building located in Kenwood Park. This building is located on property owned by the City, and the building to be jointly used by the City of Salina, Saline County, and USD #305. The City handles the operation, administration, and supervision of the storage portion of the building. The school district administers the locker room portion of the building. The City and the County equally share in the utilization, repair, maintenance, and operational expenses for the storage portion of the building. Exterior maintenance costs are shared by all parties based upon the square footage of their occupancy. The remaining members shall have the option to purchase the withdrawing member's interest. In the event that neither of the remaining members elect to purchase the withdrawing member's interest, then the building shall be sold at public auction and the proceeds divided among the parties in the same portion as the cost of the structure was paid. The agreement as amended by an Addendum between the City of Salina and USD #305, when the school district no longer needed their portion of the facility and revert the exclusive use and control to the City.
Cooperation/Coordination of Approval of Subdivision Plats: Establishes cooperation and coordination between the City and County of subdivision plat review within three miles of the city limits.
Police Administration Building/Municipal Court: County leases police adminstration building to City for 100 years. The County also leases the vacated Tenth Street to the City for the expansion of the building in the Police Administration Building Expansion Agreement.
Transportation of Municipal Prisoners: Saline County to transfer prisoners incarcerated in jurisdictions outside of Saline County, subject to the Municipal Court, to the Saline County Jail.
I-135/I-70 Drug Task Force Agreement: Agreement between the Saline County Sheriff's Office, Dickinson County Sheriff's Office, and Salina Police Department. It outlines the allocations of funding, manpower, and operation. Reallocations were made when the Amendment to I-135/I-70 Drug Task Force Agreement was executed adding the Abilene Police Department.
DOJ Grant - Public Safety Equipment Agreement: Department of Justice Grant for acquisition of emergency responder equipment for response to weapons of mass destruction. Listed equipment is transferred from the County to the City. The City Fire Department agrees to use the equipment for response and provide assistance with weapons of mass destruction and Hazmat incidents in the County.
Memorandum of Understanding - Justice Assistance Grant (JAG) Program: Outlines the purchase, use, and maintenance of funds for crime scene investigation equipment.
Evidence Handling Agreement: The Salina Police Department agrees to take custody and control of evidence collected and confiscated by the Saline County Sheriff's Office (exception of vehicles or other items to large to store in the department's storage facility). The County reimburses the City of storage costs and equally share in costs of one employee.
Jail/Dispatch Services Agreement: City reimburses Saline County for prisoner costs based upon a cost per prisoner day. Maintenance of prisoners include fingerprinting, meals, transportation (except Municipal Court), security during transport, building space, and access to City's intoxiler. The County reimbursed the City of Salina for dispatching services at a rate per call.
Solid Waste Interlocal Agreement: The City of Salina is designated the Solid Waste Management Planning Authority for Saline County. A Solid Waste Management Committee was established; being responsible for planning, annual review, and ensuring statutory compliance. The membership to the Solid Waste Management Committee was changed with the First Amendment to the Solid Waste Interlocal Agreement.
Mitigating Solid Waste Landfill Impacts: The City agrees to establish an impact fee on waste disposed at the landfill and pays the County all proceeds. The County uses funds for expenses related to maintenance/reconstruction of roads and litter control.
West North Street Bridge Agreement: Bridge replaced in 1992 and designed to accommodate ultimate widening of street. City is responsible for the design, inspection, project administration and ongoing maintenance. The County reimburses the City one-half the cost and pavement approach in the county.
Schilling Road & Schilling Drainage Structure: In 1994, Saline County received a Kansas Department of Housing and Commerce Grant for the construction of a drainage channel and the elevation of Schilling Road from the Union Pacific Railroad tracks, east to the flood control levee, for the purpose of diverting storm water runoff into the Smoky Hill River. The project was completed by the City and County by sharing local match requirements and coordinating design construction and maintenance. The County agreed to convey to the City and the City accepts Schilling Road and drainage channel from the Union Pacific Railroad tracks east, to east line of the Ohio Street right-of-way. The County retains ownership Schilling Road, drainage channel and detention basin east of Ohio Street.
Airplane Flying/Schilling Drainage Area: City of Salina and Saline County leases area to third party. Amending agreement provides for a name change of the third party.
Installation of Radio Antenna on Water Reservoir: County installed antenna at its own expenses as not to interfere with normal operation of City's water reservoir.
South Ninth Street Interlocal Cooperation Agreement: Allows the City of Salina to construct a temporary traffic crossover in conjunction with the South Ninth Street Corridor Improvements.
Farrelly Road Reconstruction Project: Saline County acquiring land from the City of Salina for easement purposes and agreeing to compensate the City of Salina for the cost of tree replacement.
Maintenance of Entrance Improvements to Salina Soccer Complex: Maintenance of the entrance of the Salina Soccer Complex and any maintenance of East Magnolia Road and the entrance improvements are to be coordinated with the respective staffs of the two entities.
